The State Bank of Vietnam has banned banking apps from being offered on rooted/jailbroken devices.
The State Bank of Vietnam (SBV) has issued Circular 77/2025/TT-NHNN, establishing security standards for mobile banking services. Following this announcement, services will be prohibited on rooted/jailbroken phones, phones with ADB enabled, and phones with unlocked bootloaders.

This approach aims to address the risk of criminals installing screen-capturing applications to trick victims into verifying their identities and stealing funds.

Previously, Vietnam had aggressively tackled online fraud by requiring all account holders to verify their identities with banks, resulting in the locking of 86 million accounts out of a total of 200 million accounts in the country.
