Italy has fined Cloudflare €14 million for failing to block domains as ordered.
Italy's telecommunications regulator, AGCOM, has fined Cloudflare €14 million for failing to comply with a February 2025 order to block piracy websites.

The fine is based on AGCOM's Anti-Piracy Law 93/2023, which authorizes fines up to 2% of global revenue. This fine is 1% of Cloudflare's global revenue. To date, AGCOM has blocked 65,000 domains and 14,000 IP addresses.

 

Cloudflare CEO Matthew Prince stated that the fine is outrageous because the process itself is problematic, with a single agency making the decision, no appeals allowed, and the order mandates Cloudflare to block domains globally, not just for users in Italy. Cloudflare is now considering a complete withdrawal from Italy, including support for projects, discontinuation of its free services in Italy, withdrawal of servers from all Italian cities, and cancellation of investment plans.
