YouTube Raises Partner Program (YPP) Monetization Thresholds for 2027 Amid Shorts Surge

YouTube has announced significant revisions to the eligibility criteria for the YouTube Partner Program (YPP). The updated policy increases the performance thresholds required for creators to qualify for ad-revenue sharing, reflecting the platform's strategic focus on the rapid growth of YouTube Shorts.

Under the new terms, creators applying for ad revenue monetization must meet the following updated benchmarks:

  • Subscribers: More than 1,000 subscribers.

  • Long-form Watch Time OR Shorts Views: At least 4,000 public watch hours within the past 12 months, OR at least 20 million YouTube Shorts views within the past 90 days.

This update represents a notable increase over current YPP requirements. YouTube confirmed that existing channels currently enrolled in YPP will remain grandfathered into the program and will not lose monetization status, even if their current metrics fall below the new thresholds. However, all new creators applying for monetization must meet these higher standards starting in February 2027.

According to YouTube, raising the bar will allow the platform to increase payout density and deliver higher earnings per qualifying creator. The structural changes apply specifically to ad-revenue sharing; direct fan-funding monetization streams such as Super Chat, Super Stickers, and Channel Memberships remain unaffected by these specific threshold increases.

YouTube noted that the policy shift is heavily driven by shifting consumption habits toward YouTube Shorts. By adjusting thresholds, the platform aims to better reward creators driving substantial engagement in vertical short-form video. Additionally, YouTube announced plans to expand its ad-light Premium Lite subscription tier globally to broaden the subscriber revenue pool shared with creators.

The reason YouTube increased the minimum view requirement for Shorts from 10 million to 20 million views is due to the explosion of AI-generated short content, automated channels, and rapidly spreading re-uploads, which have generated a massive volume of views on YouTube Shorts. By doubling the minimum view threshold for new applicants, YouTube aims to filter out less-effort automated channels, ensuring that the limited ad pool is distributed to high-quality, dedicated content creators.

With millions of smaller channels qualifying for monetization, the ad revenue pool is diluted to a fraction of a cent per channel. By raising the reach threshold, YouTube limits the distribution of ad shares to a smaller, more active, high-performing group of channels. This allows the platform to report higher average payouts per creator, making YouTube a more attractive primary platform for full-time professional digital creators compared to competitors like TikTok or Instagram Reels.

Premium Lite offers a lower-priced subscription tier that removes ads from most videos but excludes perks such as YouTube Music. As ad-blocking programs increase globally, expanding Premium Lite will convert casual viewers into paying subscribers, generating stable and predictable subscription revenue that YouTube will reinvest in its creator ecosystem.
