During its annual nation-wide defense exercises last week, Taiwan introduced a critical new tactical scenario: simulating a total communications blackout caused by potential cross-strait conflict or targeted cyberattacks.

As part of the 30-minute training window, air-raid sirens sounded while emergency push notifications were broadcast across mobile networks, instructing citizens to immediately take cover in designated buildings and underground shelters. To test societal resilience under severe infrastructure disruption, authorities implemented a 99% reduction in mobile internet speeds. This severe throttle rendered data applications virtually unusable, restricting mobile networks strictly to basic voice calls and SMS text messaging. Fixed-line broadband infrastructure remained unaffected throughout the exercise.

The blackout simulation was conducted first in Taichung on Monday, followed by Taipei on Thursday. Defense analysts note that integrating communications interference into the drills reflects lessons learned from recent global conflicts, where telecommunications grids and submarine fiber-optic cables have become primary target vectors aimed at severing military and civilian communication channels during early-stage operations.

Taiwan is connected to the global internet via approximately 14 major international submarine cables. In a military blockade or combined warfare scenario, cutting these submarine cables or disrupting mobile phone towers would instantly cut off the island. Testing severe mobile phone speed limits was a way to train local emergency agencies to work through traditional, low-bandwidth channels such as SMS and voice, rather than relying on data-intensive applications.

In past modern conflicts, physical missile attacks have often been accompanied by massive cyberattacks targeting satellite transceivers, telecommunication switches, and power grids within the first 48 hours. Deliberately cutting high-speed mobile data connections during civilian exercises, Taiwanese authorities were testing how effectively local municipalities and emergency personnel could disseminate critical public advice without modern internet connectivity.

Because mobile phone networks can be easily throttled or disrupted during wartime, Taiwan has actively developed its own domestic satellite network and collaborates with low-orbit (LEO) satellite operators worldwide. Establishing satellite-supported emergency communication hotspots ensures that even if local mobile phone networks experience bandwidth reductions of up to 99%, military commands and government leadership can maintain continuous communication with international allies.
