Internal Memo Leak: OpenAI Revenue Chief Addresses "Unprecedented Competition" and Strategic Shifts

A leaked internal memo from Kevin Weil, OpenAI Chief Product Officer (and former Head of Revenue), has provided a rare glimpse into the company’s internal perspective on the AI arms race. Weil describes the current market as the "most intense competitive environment" the company has ever faced, while simultaneously framing it as a generational opportunity.

Critique of Anthropic: Product vs. Platform

In the memo, Weil explicitly addresses Anthropic, OpenAI’s primary rival. While acknowledging their momentum, he points out two perceived vulnerabilities:

  • Compute Constraints: Weil suggests that Anthropic is grappling with significant processing power limitations.

  • Narrow Focus: He argues that Anthropic’s heavy reliance on "coding" as its flagship product is a strategic disadvantage compared to OpenAI’s ambition to build a comprehensive, multi-modal platform.

The report also questions Anthropic’s financial transparency. Weil claims their annual revenue figures may be overstated due to their method of including gross revenue shares from cloud partners like Amazon (AWS) and Google Cloud. In contrast, OpenAI records revenue from Microsoft on a net-share basis, which Weil asserts is a more accurate reflection of actual earnings.

The Microsoft Dilemma and the AWS Pivot

The most revealing part of the memo concerns OpenAI’s relationship with Microsoft. While Weil maintains that Microsoft is a "foundational partner," he admits the alliance creates friction in reaching certain enterprise segments.

This tension is highlighted by the recent success of OpenAI’s Agentic AI services on AWS Bedrock. According to the memo, the move to AWS saw an immediate surge in enterprise demand, prompting OpenAI to adopt a more "cloud-agnostic" approach. The company now intends to open its platform to various cloud environments to better serve global enterprise needs.

The reason for the surge in demand on AWS is that most companies already use AWS to store raw data (data lakes). When OpenAI places its autonomous AI on Bedrock, it can directly access organizational data, making the creation of "AI workers" easier and more secure than simply transferring data back and forth between clouds.

In the investment world, investors want to see "real profits." OpenAI's focus on recording net revenue signals their readiness for a future IPO, emphasizing financial transparency over competitors.

OpenAI's expansion from Microsoft Azure to AWS (and possibly Google Cloud in the future) demonstrates a desire to mitigate counter-party risk. If Microsoft develops its own model to the same level as GPT, or if Azure faces computing power issues, OpenAI has the option to switch to another platform immediately.

While Weil views the emphasis on coding as a drawback, from a market perspective, Claude 3.5 and 4 have received positive reviews. "The best programmers are those with strong logic." OpenAI's statement reflects the pressure they feel from the developer community, who are increasingly switching to Claude.
