The Institute for Public Policy Research (IPPR), a prominent UK-based think tank, has raised a red flag regarding the rapidly evolving AI-generated news landscape. In a newly released report, the IPPR is calling for urgent government regulation to ensure transparency, fair compensation, and clear source attribution in the age of Artificial Intelligence.
The New "Gatekeepers" of Information
The report highlights a fundamental shift in the media ecosystem: AI tools are increasingly becoming the primary gateway through which the public accesses news. However, this power is concentrated in the hands of a few AI companies that act as "gatekeepers," controlling how citizens consume information and, consequently, shaping public opinion.
A concerning finding in the report reveals that major reliable sources, such as the BBC, are often inadequately cited by popular AI platforms like ChatGPT and Google Gemini. This lack of attribution not only devalues professional journalism but also risks narrowing public perspectives. The IPPR warns that biased source selection could inadvertently amplify specific agendas or create "echo chambers" without users even realizing it.
Three Pillars for a Healthy AI News Environment
To mitigate these risks, the IPPR has proposed three core policy recommendations:
Fair Compensation Models: Governments should mandate that AI companies pay news organizations for the content they utilize. This includes fair licensing agreements that cover a diverse range of news producers, not just the largest conglomerates.
Mandatory Labeling and Transparency: AI companies must "label" AI-generated news clearly. This would allow the public to verify the origins of the information and understand how the AI arrived at its response.
Public Funding for Independent Journalism: The government should utilize public funds to safeguard independent and local news outlets, ensuring their survival in an AI-dominated era.
The IPPR emphasizes that swift government action is essential to protect the integrity of the information ecosystem before the damage to traditional and independent journalism becomes irreversible.
The IPPR proposal is similar to Australia and Canada's News Media Bargaining Code, which forces Google and Meta to pay news organizations. Currently, this battle has shifted to AI companies like OpenAI and Perplexity.
Beyond copyright issues, a major problem is that AI often "hallucinates," creating false information by falsely attributing it to credible news sources (e.g., claiming a BBC report when it didn't). Mandatory citations are therefore as much about fact-checking as about money.
AI companies are facing "data exhaustion," a shortage of high-quality data to train their models. Fresh and accurate news information is therefore "gold" in the AI world. If news organizations collapse, future AI will lack reliable data for processing.
Analysts warn that AI is leading to zero-click searches, where readers finish a page created by an AI without clicking through to a news website, which would fundamentally destroy traditional advertising revenue models for media. The IPPR's proposed government funding is therefore seen as a last resort for small media outlets.
