Reports regarding the rollout of Apple Intelligence for Apple users in China have been circulating since last year. However, the official launch remains stalled due to the stringent approval processes required by Chinese regulatory authorities.

The iOS 26.4 Incident

The tech community recently buzzed with excitement when several Apple users in China reported receiving notifications to install Apple Intelligence immediately after updating to iOS 26.4. Despite the lack of an official announcement, screenshots of the setup process quickly went viral.

However, the excitement was short-lived. Industry expert Mark Gurman from Bloomberg noted that the feature was swiftly retracted, likely appearing as a technical error. According to Gurman, while Apple has finalized the system and is "ready to go," the company is still awaiting the final green light from Chinese regulators.

Localized AI Partnerships

A critical requirement for operating AI services in China is the use of domestically approved AI models. Previous reports suggest that Apple has been in deep negotiations with Chinese tech giants Baidu and Alibaba to integrate their large language models (LLMs) into the Apple Intelligence ecosystem, ensuring compliance with local data and censorship regulations.

China has very strict "data sovereignty." For Apple to run its AI system, all processing data must reside on servers in China. This is why Apple cannot use its own models or OpenAI 100%, but must rely on partners like Baidu or Alibaba to meet the Chinese government's security requirements.

The biggest challenge is maintaining a consistent "user experience" globally. If Apple Intelligence in China uses Baidu's model, but in America uses GPT-5 or Apple's own model, the capabilities and intelligence of Siri might differ (fragmentation). Apple is trying to fine-tune core features like text summarization and image generation to work smoothly across the global version.

The Chinese smartphone market... The competition is fierce from local brands like Huawei and Xiaomi, which have been promoting "Native AI" since last year. The fact that Apple Intelligence hasn't been officially released puts Apple at a disadvantage in gaining market share among premium users who demand cutting-edge AI features.

Analysts believe that the "leaked" feature in iOS 26.4 may signal that Apple has already prepared the infrastructure and is ready to launch it once the Chinese government approves, which is expected to be in the second or third quarter of 2026.
