The adjustment includes a downward revision for all tiers of developers:

  • Standard Developers: The commission rate has been lowered from 30% to 25%.

  • Small Business Program & Mini Apps Partners: For those in the App Store Small Business Program, the fee has been reduced from 15% to 12%.

Regulatory Pressure and Market Context

While Apple did not explicitly state the reasons for the change, the company noted that the decision followed extensive discussions with Chinese regulatory authorities. Industry analysts draw parallels to recent cases in Japan and the European Union, where Apple was forced to adjust its marketplace conditions due to scrutiny regarding its dominant market position. In China, Apple isn't just competing with Google Play; they also face WeChat, with its own mini-program system that occupies a massive market share. Reducing fees for Mini-App Partners to 12% is an attempt to attract developers back to innovating directly within Apple's ecosystem.
