Valve Addresses AI Game Cloning and Slop Concerns at Steam Indie Connect.
Valve Addresses AI Game Cloning and "AI Slop" Threats at Steam Indie Connect Korea

At the Steam Indie Connect event in South Korea, Valve business representatives Tom Giardino and Marc Wilkinson took the stage to address growing concerns among independent game developers regarding AI-assisted asset cloning, extortion schemes, and the influx of low-quality "AI slop" on the Steam storefront.

During the panel, developers voiced alarms over bad actors using generative AI to rapidly replicate indie game mechanics and art assets in some extreme cases even attempting extortion by demanding payment from original creators to prevent clone releases.

Valve's Stance on AI Tools, Community Defense, and Next Fest Recommendation Algorithms

  • Asset Cloning, Extortion, and Valve’s Anti-Gatekeeping Policy:

    • Pre-AI Origins with Accelerated Velocity: Giardino acknowledged that game cloning on Steam predates recent advances in generative AI. However, he noted that generative tools have significantly accelerated the speed and scale at which bad actors can mimic trending titles.

    • No Tool-Specific Bans: Reaffirming Valve’s core policy stance, Giardino stated that Steam will not act as a restrictive "gatekeeper" by banning specific development technologies or AI utilities, leaving tool selection to developer discretion.

    • Building Community and Continuous Improvement: To counter clones whether AI-generated or manually produced Giardino urged developers to foster tight-knit player communities and commit to continuous product updates. Referencing Valve’s strategy with Dota, he emphasized that the most effective weapon against piracy and clones is ensuring the legitimate product remains the definitive, best version available.

  • Countering "AI Slop" and Algorithmic Discovery at Next Fest:

    • The Challenge of Low-Quality Flooding: Developers expressed concern that AI-generated low-effort titles ("AI slop") risk crowding out hand-crafted indie games during high-visibility showcase events like Steam Next Fest.

    • Two-Phase Next Fest Recommendation Engine: Marc Wilkinson detailed how Valve’s Next Fest algorithm mitigates store clutter. For the first two days of the showcase, games are surfaced through a randomized selection model to ensure equal initial visibility. Afterward, the platform transitions strictly to personalized recommendation algorithms based on individual player tastes and engagement signals.

    • Dedicated Curation Teams: Wilkinson affirmed that Valve recognizes the threat posed by shovelware and maintains dedicated internal teams continuously refining discovery algorithms and store curation controls to protect legitimate creators.
